"Oh, love," he whispers as he realizes she's crying, and rinses her back quickly to pull her back into his arms. He wipes her cheeks, but doesn't tell her to stop; Finnick believes feeling deeply is a strength rather than a weakness, and thinks it's beautiful that she cares so deeply for everyone around her. Her tears show her devotion, her anxieties and worries about losing the lot of them show how much she loves them. He wouldn't dare suppress that or take it away, though he does try to reassure her or keep her mind distracted off of the doom and gloom "what-ifs" at times.
